A survey commissioned by a Pennsylvania tutoring company found that 78 percent of parents questioned did not know that students in underperforming schools were eligible for free tutoring under the federal No Child Left Behind Act.
The survey on behalf of Apangea Learning Co., based in Blairsville, Pa., asked 309 parents of students in grades 5-11 their opinions about the federal law, which requires schools and districts to meet annual educational goals or face sanctions that can include the need for tutoring.
