Ohio College Revokes Credit in Alleged Recertification Scheme

The board of trustees of Otterbein College in Westerville, Ohio, is revoking credit issued to 657 students enrolled in two allegedly bogus distance-learning programs for teachers in South Florida.

William McCoggle, a former teacher in the Miami-Dade County, Fla., district, was charged in July with running a company that gave teachers fake credit to renew their teaching licenses or teach additional coursework. He has pleaded not guilty.

The trustees of Otterbein College said a former associate dean for academic affairs, now deceased, had a relationship with Mr. McCoggle’s program, Move on Toward Education and Training, or MOTET. The college never approved the “highly improper” program, the trustees said.

A Miami-Dade County grand jury last fall found that Mr. McCoggle had earned an estimated $250,000 from MOTET. The Otterbein trustees estimate that their school took in about $89,000 from its association with Mr. McCoggle, which will be donated to charity in Dade County.
