A majority of students who started at community colleges in 1995 with the goal of earning a degree or certificate had failed to do so six years later, a report says.

The Community College Survey of Student Engagement project at the University of Texas at Austin found that only a quarter of the students had earned a degree or certificate by 2001.

Most community college students also failed to move on to four-year colleges. While 53 percent of the students said their primary goal was to do so, only 25 percent accomplished it, according to the report, which surveyed 92,000 students at 52 community colleges.
