A lawyer for plaintiffs in a long-running federal court case involving the education of English-language learners in Arizona has asked the court to fine the state for missing a deadline.

U.S. District Judge Raner C. Collins, of Tucson, ordered the legislature in March to find a way to pay for an adequate education for the state’s English-learners by the end of its session. The legislature adjourned June 21 without resolving the issue.

Last year, the court imposed $21 million in fines on Arizona because the legislature missed deadlines in the case Flores v. Arizona, but an appellate court lifted the fines.
