The longtime head of the Minneapolis Federation of Teachers has been ousted by a relative newcomer who says he will show more independence from the school district.

Robert Panning-Miller defeated Louise Sundin, who earned a reputation as a progressive labor leader open to education reform during her 22 years as president. Mr. Panning-Miller drew 56 percent of the vote with about a third of the 3,100 members of the affiliate of the American Federation of Teachers voting.

Mr. Panning-Miller, a high school teacher who serves as a union steward, told the Minneapolis Star Tribune that he wanted the union to be more democratic.
