Mr. Riley, 72, served as the U.S. secretary of education from 1993 to 2001. Mr. Sanders, 63, was the president of the Education Commission of the States from 2000 until last month.
The Washington-based NCTAF is a nonprofit advocacy organization with 22 partner states that is working to improve teacher quality.
