With some reservations, Republican Gov. M. Jodi Rell of Connecticut has signed legislation authorizing the state’s attorney general to sue the federal government over the No Child Left Behind Act.
“While the governor feels fighting the act is better left in the hands of the state’s congressional delegation, she fully understands the attorney general’s motivation and is interested in the outcome,” Adam Liegeot, a press aide to Ms. Rell, said in a statement.
Lawmakers passed the measure in special session last month. (“Conn. Attorney General Says NCLB Lawsuit Still A Go,” June 22, 2005.) State Attorney General Richard Blumenthal, a Democrat, said he plans to file his challenge before the school year begins. He argues the law’s testing requirements are an unfunded mandate.
